UPDATED 11.34am: The incident involved one vehicle which crashed into the central reservation, said a spokeswoman for Gwent Police.
The fire service did not need to use cutting equipment to remove the roof from the car, she said.
Only one male driver was involved.
A diversion is in operation via B4598, the old Raglan Road.

FIRE fighters are en route to a crash on the A40 eastbound between Raglan Castle and Monmouth following reports that people are trapped in a vehicle.
Jennie Griffiths, head of fire control for South Wales Fire and Rescue Service, tweeted about the incident at 10.42am.
Crews from Monmouth, Usk and Ebbw Vale are on their way.
A spokeswoman for Gwent Police said the road is closed at Abergavenny following the collision which appears to involve one vehicle and a male driver.
