The fire in the first-floor flat was sending out thick black smoke when two crews from Caerphilly and a crew from Whitchurch arrived at 6.33pm, with four breathing apparatus, two hose reel jets and two thermal imaging cameras.
No one was found at the address, said a spokeswoman for South Wales Fire and Rescue Service.
