Fire crews from Maindee and Malpas attended the scene at 8.15pm and released three of the casualties from their vehicles on The Coldra roundabout.
One of the cars had left the carriageway.
The fourth person was released from the crash before fire crews arrived and all four were taken to hospital by the Welsh Ambulance Service.
