Locals named the woman as Stacey Henderson, who worked at The Huntsman Hotel in Shirenewton, just outside the town.
The hotel’s owner, Phil Moles, said: “All we can say is that we are absolutely shocked. All our thoughts are with her family.”
Outside the house, a bunch of flowers had been left against a fence. A message on its wrapping read: “Stacey, Love you like a tramp on chips. Miss you lots + lots, love always from your work family at The Huntsman xxxxxxxx.”
Neighbours said the man and the woman had lived at the house for a couple of months and “kept themselves to themselves” but were unable to confirm their names.
Howard Utting, 71, who has lived on Ruffet’s Close for five years, said: “It is just sad. It is just a sad end to people’s lives.”
On the left side of the house a wooden board had been installed in place of a door and broken glass lay next to it.
Monmouthshire county councillor David Dovey said the incident was “extraordinary”.
Cllr Dovey, who represents the St Kingsmark ward, added: “It is very calm. Nobody’s walking around saying it was bound to happen. It is not in anybody’s experience.”
This afternoon a policewoman attended the house to collect cats from the property and police tape remained tied to its front gate.

TWO people were found dead at a house on Ruffet's Close in Chepstow on Friday morning.
The 52-year-old man and 35-year-old woman were discovered at 11.52am.
Police said they were treating their deaths as “unexplained”.
Ruffet’s Close is a cul-de-sac near Chepstow Community Hospital in the west of the town.
A spokesman said: “Officers are carrying out enquiries to establish the circumstances surrounding the deaths.
“Officers are not looking for anyone else in connection with the incident.
“The families of those involved are being supported at this difficult time.”
