Matthew Neal, 30, of Attlee Way, Tredegar, has been charged with driving under the influence of a controlled drug, Delta-p-Tetrahydrocannabinol, as well as driving without a licence or insurance.

The offences are alleged to have been committed on October 13, 2020.
He will appear at Newport Magistrates Court on Thursday, June 10.
