Mr Partridge was pronounced dead at the scene.
His family have paid tribute to him, describing him as a dedicated family man who loved the sea, music and Bedwas Rugby Club.
“It is with great sadness that we announce the passing of Michael Vernon Partridge, our beloved husband, father and grandfather, who died on Saturday, September 25,” they said in a statement.
“He was taken from us too early in tragic circumstances doing what he loved.
“Dedicated to his family, he loved his time with his grandchildren, often playing and teasing them into fits of laughter.
“He was also a devoted husband who loved the harbour in Weymouth, watching boats and listening to the ocean waves with wife Pamela.
“A former Llanwern steelworker, painter and decorator, he was a man who worked hard and loved life.
“His other passions were music – he was involved with Aber Valley Male Voice Choir for many years and until recently Caerphilly Male Voice Choir – and rugby, where he volunteered and was a committee member with Bedwas Rugby Club.
“The family has asked for understanding and privacy during this difficult time. We would like to thank everyone for their support.”
A 50-year-old man from Bedwas was arrested on suspicion of causing death by dangerous driving. He has been released under investigation.
A Gwent Police spokesperson said: “Enquiries are ongoing and we’re asking anyone who was in the Pandy Road in Bedwas between 12.45pm and 1.15pm to get in touch with us.
“We’re appealing for anyone who may have witnessed the collision, who has not yet spoken with officers, to get in contact.
“Any motorists who may have dashcam or CCTV footage of the area at the time of the collision is also urged to come forward.”
