LABOUR councillors in Caerphilly are meeting today to discuss the future.
Labour lost an 11 seat lead over Plaid Cymru, with the two parties both having 32 seats each.
That leaves the Independents potentially holding the balance of power when it comes to forming a coalition.
Cefn Fforest councillor Tom Williams (Labour) said: "It's just wait and see. There's a lot of thinking and talking to do."
Cllr Williams added that his main concern for any proposed coalition would be that potentially Labour would not be able to introduce all the policies they would like.
He added: "There will be a full and frank discussion amongst us all."
