A COALITION could be formed between Independents, People's Voice and Liberal Democrat councillors in Blaenau Gwent, the Independent leader told the Argus.
Des Hillman, spokesman for the independent councillors, added that he would also be willing to work with any other councillors, including Labour so long as they are prepared to work without a party whip.
"The people have had enough of party politics and they want to see some change.
"I see it as a new dawn for Blaenau Gwent and hopefully we can deliver an open and transparent council for the people."
Mr Hillman added that he would be putting himself forward as leader for a coalition.
Independents took 16 seats, People's Voice another five with the Liberal Democrats and "no party" candidates taking two apiece.
Labour has 17 seats.
