Two men suspected of carrying out a burglary in the Risca area were involved in a road traffic collision that led to the closure of Pontymason Lane on Saturday.
The road was closed from around 5.20am until 3.30pm while fire and rescue officers from Malpas Station cleared the area.
A Gwent Police spokesman said: "The two men are suspected to have carried out a burglary in the area and were involved in a RTC with another car as they left the scene.
"One suspect was arrested and is being detained while the other escaped on foot."
Two people were travelling in the other car and one of these was taken to the Royal Gwent Hospital, Newport with minor injuries.
