Plans to build up to 245 new homes in Monmouth and alleviate the area's flooding problems were submitted to Monmouthshire county council.
Two previous planning applications made by Hallam Land Management to deliver housing in the Over Monnow area were met with opposition from local residents, Monmouth town council and Monmouthshire county council.
Concerns were raised about access and drainage, because the area has previously suffered from flooding.
The new application aims to address these concerns and includes plans for up to 245 dwellings, including houses, flats and affordable housing.
The site is west of Rockfield Road and north of the Rockfield Road Estate, covering 18.2 acres, of which 15 acres would be developed.
The rest of the land would be set aside for green corridors, wildlife and footpaths.
The new application takes the place of two previous applications made, which included an application made in 2006 for up to 100 dwellings at Croft-y-Bwla with access off St Vincent’s Drive and an application made in May 2008 for up to 145 dwellings with direct access off Rockfield Road.
The new application includes one access road off Rockfield Road, following previous concerns access off St Vincent’s Drive would be through a recently developed residential area.
Improved sustainable drainage measures and the re-direction of flood flow are planned to address flooding problems.
Director of Hallam Land Management Nick Duckworth said: "We looked hard at the two key issues affecting our earlier application and that of the neighbouring site at Croft-y-Bwla, access and drainage.
"One combined site has the capacity to deliver an all-round better development."
Hallam Land Management is holding a public exhibition of the new proposals on February 27 at Monmouth Leisure Centre from 1pm to 8pm.
Staff will be able to discuss the plans and any flooding issues with visitors.
