COUNCILLOR Noel Trigg said the recycling pilot was to blame after 23 black bags of household rubbish were dumped in a Bettws lane.
Residents of Cherwell Walk were appalled to find split bags spewing cans and teabags over the pavement. Many of the surrounding streets are on the pilot scheme and dumping became a problem in December.
Councillor Trigg said: "In summer this would be a feast for rats. It will stink to hell. I want them prosecuted. It's wrong to dump rubbish.
"But the council must also talk to people about the recycling scheme. Many are finding it very difficult."
Councillor Ron Jones, cabinet member for sustainable development, said: "This dumped rubbish is an insult to all the local residents who are recycling.
