Caerphilly council says the new road is due to open on target next spring.
The building of the road sparked a massive protest among local people and campaigners when it was announced that hundreds of trees in St David's Wood were to be bulldozed to make way for it.
The bridge is to be called Pont Dewi Sant, named after the area by Penmaen councillor Allan Pritchard.
Plaid Cymru councillor Pritchard , one of the driving forces behind the road when he was deputy leader of the council until last year, says the road may even now be completed a little ahead of schedule.
"The central point of the bridge is almost at its maximum height, and all the major earth-moving operations are completed."
Councillor Pritchard said he was convinced of the benefits that the controversial road would bring, including relieving congestion and bringing jobs to Oakdale.
