BINMEN will only collect conventional rubbish once a fortnight at 10,000 Newport homes as part of a radical move to boost recycling.
Green wheelie bins will only be emptied every two weeks instead of every week, but the council is doubling its collection of recyclables to a weekly service.
The council is confident the scheme will lift recycling in the city from 20 per cent to an Assembly target of 40 per cent by 2010. It also wants to slash the cost of using landfill tips.
Between 9,000 and 10,000 homes across the city will start a six-month trial in early October. If successful, the whole city could move onto the scheme.
Residents will have to deal with at least three different bins. The existing green bin will take cooked food, crisp packets, microwave meal boxes, juice cartons, nappies and other non recyclables.
A blue Wastesavers box with a lid will save clothes, shoes and paper. A green box - already in use in many homes - will collect plastic bottles, cans, glass jars and bottles, foil and aerosols. These boxes will be emptied every week.
Over 3,000 homes in the trial also have an orange-lidded wheelie bin for garden waste that will get emptied every fortnight.
Brian Mayne, a co-ordinator with Waste Awareness Wales, said: "Many people who already recycle will find this scheme easy to adapt to. It is only those who have had no intention of stopping their wasteful behaviour that will have to make big changes - and it is those people that have so far ignored the need to recycle.
"It is not fair that people who do recycle could be penalised for the rubbish buried by those who couldn't care less about their rubbish or the landscape of Wales."
In 2000 Newport council spent £1.4m landfilling rubbish. This figure rose to £2m last year even though the city recycled 20 per cent of its trash.
Councillor Ron Jones, cabinet member for transport and sustainable environment, said 85 per cent of the average rubbish bin is recyclable.
He said the English city Daventry started a similar scheme in September, 1999, and hit a 43 per cent recycling and composting rate by 2002.
And Melton council recycled 59 per cent of waste in its trial area this June. A Newport council spokesman said other options were fining houses that did not recycle, or cutting the size of the trash bin.
All households on the trial will get an information leaflet next week.
The council has promised a helpline, advice packs and calendar stickers for bins.
