THE victim of a terrifying rape and kidnapping ordeal is being offered an "insulting" £8,250 as compensation for her suffering, the Argus can reveal.
Evil Jaswinder Grewal, 30, pictured, formerly of Garden Suburbs, Pontywaun, Cwmcarn, kidnapped the young woman off a Newport street on October 15, 1999, and subjected her to 15 hours of sexual torture.
He raped her at least three times, trussing her up as he drove the white van to various locations across Gwent including Monmouth, Tintern and Usk.
Newport crown court heard he also threatened to kill her.
Grewal was sentenced to 15 years - 12 in prison and three on licence - for the attack. He had denied the offences.
His victim, now in her mid twenties, was initially offered £7,500 by the Criminal Injuries Compensation Authority.
Newport Victim Support appealed on her behalf - and the Argus has discovered that the amount on offer was increased by just £750.
Frank Smith, of Newport Victim Support, branded the payment as an insult. He said: "She has been a very brave girl and this is probably the most horrific rape in the country.
"I have been involved with Victim Support for ten years and dealt with in excess of 50,000 victims of crime in Newport, many of which have been rapes or murders, and I have never had anything even close to the circumstances of this case.
"She didn't initiate this money, we did. An appeal would mean she will have to appear and give reasons as to why she thinks it is not enough.
"She doesn't want to do that, she wants justice and compensation is some way to improve her quality of life, as she currently has no life.
"He may be out in a few years but she has got a life sentence, her life will never be the same again, she will never forget the horrific ordeal she went through.
"This country is letting down the victims of crime badly."
After the court case, the victim said: "On October 15 1999 my life and my family's life changed and will never be the same again.
"My hope is that my family and I will now be able to rebuild our lives. Only time will tell."
Sentencing Grewal, Judge Tom Crowther said: "The ordeal will leave an emotional scar for the rest of her life."
And after conviction Detective Inspector Dave Taylor branded Grewal 'an animal', adding: "This is something you can't forget."
