Plaid Cymru will immediately draw up plans for a full Welsh parliament if it wins power at May's Assembly election, Ieuan Wyn Jones said today.
The Plaid leader, pictured, said a Welsh nationalist government would start work straight away to secure the same powers as the Scottish Parliament by the next election in 2007.
He revealed plans for "the most comprehensive public consultation on Wales' future ever undertaken", with a national convention to turn the Assembly into a legislative parliament.
It would be given two years to look into giving the Assembly full legislative powers on functions already devolved to Wales and to handing it tax-varying powers.
It would also be asked to examine the transfer of further powers to Cardiff Bay and the size and composition of the Assembly.
Mr Jones will set out his proposals in a speech in Cardiff tonight.
