ENGLAND have a moral obligation to allocate at least two matches to Wales if they stage the 2007 World Cup, insists WRU chairman Glanmor Griffiths.

There is an agreement in place that if England stage the World Cup finals Wales will receive 20% of the takings, but there is no deal on the venues.

The RFU hosted a media briefing in Cardiff today to present their proposals.

France are also bidding to stage the 2007 tournament.

"Why are the RFU suddenly advancing the one-country philosophy?" asked Griffiths. "They didn't think that way four years ago.

"Out of 41 matches in 1999 we staged nine and we gave them two semi-finals.

"As far as I'm concerned it's payback time. We have got a legally binding argument that they give us 20% of the money, but we want two matches as well.

"Their bid is based on ten soccer grounds as far afield as Newcastle. Why not move a much shorter distance west and stage matches at the Millennium Stadium?

"They have a moral obligation because of what we did for them in 1999.

"The document I have is signed by Francis Baron (the RFU chief executive). He has acknowledged it in terms of revenue, but there is nothing in writing about the staging of the matches."

"A lot of horse trading went on in 1999. England will have to go through the same process now."
