The accident led to tailbacks of up to ten miles in the rush-hour yesterday afternoon.
The person, who has not been named, was taken to the Royal Gwent Hospital in Newport with minor injuries.
The accident, which happened at 4.40pm on the eastbound carriageway between junction 27 at High Cross and junction 28 at Tredegar Park, caused severe disruption.
