CROESYCEILIOG clinched the Welsh League Fourth Division East title and promotion to the Third Divison for the first time last night with an 11-5 defeat of Fleur-de-Lys.
But for unfortunate Fleur it was the third time rule changes by the Welsh Rugby Union cost them promotion.
Originally two teams were to be promoted from the division before it was changed to one. Twice before Fleur won titles, only to be denied higher status.
Around 500 people watched last night's game at Pontypool Inited's ground. It was tight, often dour, and not without its controversial moments.
But Croesyceiliog led 11-0 through two Matthew Entwhistle penalties and a Craig Saunders try before Fleur grabbed a try through right wing Richard Jones just before half time.
