DOG walkers in Caldicot want more waste bins placed around the town, saying a shortage is causing "overwhelming" problems.
Ron Stewart, councillor for Caldicot Castle, claims children using St Mary's playing fields currently have to inspect the field in a line before starting any games.
He said: "They have to go across the field and if someone comes across dog mess the teacher comes and picks it up with a shovel."
There are also problems on Caldicot Castle grounds and Caldicot Comprehensive School playing fields.
A small lane approaching Sandy Lane School is often covered in mess, said Mr Stewart.
Amy Roffey, a dog walker from Caldicot, said: "If bins were installed, it would encourage people to be more responsible."
Rita James, also from Caldicot, said: "Dog walkers are more conscientious now. So many people think it's unacceptable to leave dog mess behind but it's discouraging if there are no bins."
Mr Stewart intends to bring the issue up at the next town council meeting.
Monmouthshire council say it would cost too much to provide the county with dog waste bins. A spokeswoman said: "Because of budget restraints the waste management department has no strategy to provide 'poop scoop bins'."
