RESIDENTS are opposing an application to demolish an historic New-port building.

Owner Shahid Mahmood has applied to the city council for consent to demolish the Old Lawns Club in Kensington Grove.

The derelict Grade II listed building dates from the 19th century. In 2003 it was gutted by fire, and the centre of the building and much of its faade collapsed.

Beechwood ward councillor Jeff Evans said he was sad about the plan. "We want to see action but want to keep this grand building," he said. Residents of Kensington Place tend a patch of land in front of the building, to which they have access for recreational use.

Mark Howells, 35, lives opposite the site. He said: "We wanted the building restored to its former glory and used as a residential property." Mr Mahmood was given planning permission in 2002 and 2003 to build two detached homes in the grounds and convert the building into two homes.

But he breached planning conditions and had to demolish the new buildings by June 2004. He failed to and was fined £8,000, with £1,500 costs. Newport council said some terms of the enforcement notice have still not been met.

Mr Mahmood was unavailable for comment. It is understood he is out of the country.
