A 24-YEAR-OLD man was charged under the Terrorism Act after police found three bottles of unidentified substance at a Blackwood house.

Darren Tinklin, from Blackwood, was one of three men arrested after the raid on a house in Waunllwyn Crescent on October 21. The three bottles were found in a shed in the back garden of the house.

The three men were questioned by the Metropolitan Police counter terrorism command and last night officers charged Tinklin with three offences under the Terrorism Act. The two other men, aged 24 and 41, were released without charge.

A Scotland Yard spokesman said Tinklin was charged with being in possession of a document "containing information of a kind likely to be useful to a person committing or preparing an act of terrorism" under the Terrorism Act 2000.

He was charged with six further offences, including making explosive substances - a pipe bomb and so-called 'black powder' - between April 30 and October 22 this year.

Tinklin is also charged with unlawfully possessing explosive substances - potassium nitrate, charcoal and sulphur - on October 21.

He faces a further charge of possessing an improvised muzzleloading firearm.

Tinklin was inititally arrested on suspicion of drugs offences by Gwent Police, but the Metropolitan Police counter terrorism command took over the inquiry on October 22 and he was transferred to a central London police station. The drugs offences were later dropped.

Specialists from the fire service were called in to help police identify and remove the substance.

Tinklin will appear at the City of Westminster magistrates' court today.
