A NEWPORT man is banned from the city's hospital except for emergencies after repeatedly abusing, threatening and attacking paramedics and hospital staff, a court heard.

Barry Rutter, 40, had an interim Anti-social Behaviour Order, ASBO, extended on Thursday, which has a catalogue of things he is banned from doing.

Prosecutor Ciaran Gould between January 20 and March 27, Rutter has smashed neighbours' windows with a brick, regurgitated razor blades in the Royal Gwent Hospital and threatened staff with them and posting letters to his neighbours, written in his own blood, among many other complaints.

He has also made 27 nuisance calls to the ambulance service in this time, as well as 60 separate incidents of threats of violence towards police officers, ambulance staff, hospital workers, neighbours, shopkeepers and the general public.

Newport Magistrates Court heard Rutter, of Howe Circle Ringland, who also goes by the surname Collins, has breached the interim order and been arrested three times since it was imposed on April 21.

The ambulance service know not to go to his address without a police presence as he has assaulted paramedics previously.

He has also threatened to kill a number of his neighbours, Miss Gould said, and threatened staff in Boots in Commercial Street, Newport Housing Association and Ringland healthcare centre.

Rutter's address on the court list was given as Malpas Road, Northwich, Cheshire, but magistrates heard he has been living in Weston Super Mare.

There was no opposition to the interim order being extended to August 4.


ASBO means Barry Rutter shall not:

  • Enter the grounds / garden / boundary of any premises within Howe Circle or Hood Road without the permission of the householder, including knocking any door or ringing any bell and posting any letter or item through any door.
  • Make any abusive, offensive, aggressive, insulting or threatening threats, words, gestures or actions towards any resident of England & Wales. For the avoidance of doubt this includes shouting, foul language and threats of violence.
  • Use, encourage, threaten or incite or threaten to use, encourage or incite any other person or persons to use conduct or behaviour likely to cause harassment, alarm or distress to those who reside, work and/or visit England & Wales.
  • Utter any abusive, offensive, insulting or intimidatory threats or words towards any person including any medical or hospital staff or ambulance crew members in England & Wales. For the avoidance of doubt: this includes the use of foul language.
  • Be under the influence of alcohol in any public street or public place, save for those places specifically designed for the purposes such as licensed public houses and beer gardens.
  • Be in possession of any bladed article or weapons including razor blades in any public place in England & Wales.
  • Not to attend the Royal Gwent Hospital unless for an emergency.
