If they had asked some enterprising civil engineer to try, accepting there was a risk of failure, it could probably have been done with only acceptable damage for a twentieth of the amount. A public appeal might have raised that. Grants?
You have to ask if the council wanted to save it. They tried to avoid saving the ship and at one time wanted to demolish the market.
