ON SATURDAY I was in Gwent Square with my four-year-old son, eating sausage rolls and my son was feeding bits of his to the pigeons. I was approached by a member of the public who informed me that I could get fined £75 for littering. Obviously I didn’t want to be fined, so we stopped. I rang the police to find out if this was true and they told me they wouldn’t do anything if I was feeding pigeons but to contact Cwmbran Shopping if I wanted to be sure. They told me they had no problem with it, but to also ring Torfaen council.
I rang Torfaen council, was put through to street scene, who were unsure, and was put through to another department, then another. The lady then stated if I was feeding the pigeons it would be “down to the litter officer’s discretion” whether I get fined.
This is disgraceful. If you have made a law on littering then enforce it. Also, surely you should make the public of Torfaen aware that feeding pigeons will result in a fine. Put up a sign. I will be pursuing Torfaen council until this issue is resolved. Either the feeding of pigeons is littering and generates a fine or feeding the pigeons is still a pastime that children can enjoy.
