The Exiles fell behind to a sloppy goal before Danny Rose restored parity with a penalty.
However, the visitors hit County just before the break and looked set for a comfortable 2-1 win before late drama presented Rose with another penalty, this time saved by goalkeeper Joe Day.
And straight from the missed spot-kick the visitors went up the other end and scored a decisive third.
